The federal government recognizes the importance of immigration and has set out a priority to increase the number of newcomers to the country.
The federal government’s new immigration plan calls for the admission of 1.45 million new permanent residents over the next three years, beginning with 465,000 in 2023 and reaching 500,000 in 2025. That’s compared with 341,000 in 2019.
The plan has been developed to address labour shortages in several key sectors such as healthcare, skilled trades, manufacturing and technology.
Opportunities and challenges

The new policy is a return to Canada’s roots, and perhaps one of the biggest opportunities for growth over recent years.
Newcomers bring with them a diverse range of skills, education, and experience, which can boost the economy and create new jobs. They also bring new perspectives and ideas, charging up innovation and inspiring entrepreneurship.
By embracing the talents and contributions of newcomers, Canada can address skills shortages, enhance its economic growth and become a more prosperous and inclusive nation.
Canada’s aging population and low birth rate have created a demographic challenge. Increased immigration can help to address this developing problem by replenishing the workforce and supporting the social safety net. Properly managed immigration could help to develop an economically dynamic and equitable society that leads the world when it comes to quality of life.
While the opportunities are clear, high levels of immigration do present a range of challenges around the provision of housing, healthcare and education. Meeting these challenges will take integrated action from many stakeholders.
The need for a national conversation
While the new policy has been broadly welcomed by employers, there is a need to build public understanding and support. A national conversation is required, not least to explore how some of the challenges that increased immigration can bring when it comes to service provision.
Helping companies attract high-quality individuals from across the globe and then helping to integrate them into Canadian society should be a priority. Culturally responsive recruitment recognizes the different priorities and approaches of global applicants, and some of the challenges they may face in the Canadian workforce.
Ensuring that skills training is freely available, especially help with language and acculturation, will assist immigrants with their transition.
By encouraging open dialogue, educating people on the facts, engaging a diverse range of voices, as well as stakeholders from both the public and private sectors, and creating a safe and respectful environment, Canadians can maximize the opportunities and build a more prosperous and inclusive future for all.
